[IBL] Additional comments on mid-season ballot

A couple of clarifications:

re: 2014-05)  There's a fairly simple way to look at this:  Vote YES if you want to be able to use all defensive ratings on the card.  Vote NO if you want there to be an IBL requirement that a player must have played the position in MLB in order to use a defensive rating.

re: 2014-08)  The only requirements are that the HOME team announce their subs & non-default strategies prior to rolling.  It's pretty simple, if you've decided to do something write it out before you roll.  The away team's subs/strategies are locked in by the instructions in the MIS so there's no requirement to announce them.  You can only request a replay if a required announcement was skipped and it was material to the outcome of the play.
