[IBL] reminder about FA signing priority

We passed a rule that gives owners who have submitted their results on-time higher signing priority than those who are late.  The off week does not mean you have an additional week to be considered "on-time".  Thus, if your week 4 results are not reported (currently 10 teams have outstanding week 4 results) your FA signing priority will be impacted for the transactions that will be processed on Wednesday.

In case you haven't noticed, FA signing priority for the upcoming transaction period is now available on the front page of the IBL website.  It is always based on the current state of reported results and stats.
