While doing this I noticed an issue and I am proposing another Commissioner's edit.  Last year we passed a rule change that based the Free Agent signing order on the previous week's standings.  As an example, the standings at the end of week 6 would be used for FAs signed prior to the start of week 8.  The problem is that while pushing the standings back a week we did not also adjust the cutoff point at which we start using the current season's standings, which by rule is the beginning of week 3.  The intention was to have two weeks of IBL games before cutting over to current season standings, but the standings we would use for week 3 would be from week 1.<br>

Therefore, I am proposing an edit to 4.3 to change "week 3" to "week 4".  If anyone has an issue with this please state your objection now, as we need to have this resolved by the end of the week.<br>
