Because there are at least 2 dozen other people who could chime in with their own ideas about improving the ballot.  All it takes is a few people to propose contradictory modifications or for someone to propose a change after votes have already been cast and the whole process quickly turns into a giant mess.  The call for ballot proposals was sent almost a month ago and it clearly indicated there would be a proposal to switch to BF.  Additionally, the ballot was available in draft form for an entire week leading up to the voting period, during which multiple changes were made based on feedback.  We've passed the point in our process where modifications can be made.
