[IBL] emergency activation questions

I think it can be interpreted either way.

It seems reasonable to me to call up someone who plays the same position, without necessarily sending down the injured player.  The rule seems to exist to allow you to maintain a legal roster after a mid-series injury, and calling up a third catcher when both other catchers are hurt seems to be within the spirit of the rules.

If the intent was that only the injured player could be deactivated, I think the wording should be made more explicit.
